Oregon is a shall issue state that does not require a concealed handgun license to openly carry a handgun. However, to obtain a Oregon concealed carry permit, you must submit an application to the sheriff of the county of residence. Additionally, applicants must be 21 years old to be eligible for a concealed handgun permit. The fees associated with processing a concealed handgun license application is $65, of which $15 goes to the state police and $50 remains with the sheriff. Furthermore, applicants must prove competency with respect to safely handling a handgun. Once issued, the concealed handgun license is valid for 4 years. Although Oregon does not respect any concealed permit from any other issuing authority, those with an Oregon cocnealed handgun permit can carry in 26 other states.

What are the accepted forms of competency training?
Oregon requires proof of competency and safety training for the issuance of a concealed carry permit. However, Oregon code does not indicate that live fire exercises, or any testing using a handgun is required to meet the education component.
Therefore, instruction can take place online rather than in person. The following is a list of accepted forms of training:
- National Rifle Association firearms safety or training course if handgun safety was a component of the course
- Courses open to the general public taught by the NRA or law enforcement
- Any law enforcement firearms safety or training course or class offered for security guards, investigators, reserve law enforcement officers or any other law enforcement officers
- Evidence of equivalent experience with a handgun through participation in organized shooting competition or military service

Oregon is an open carry state. Within the “Unlawful Possession of Firearms” section, the code specifically details the following:
“Firearms carried openly in belt holsters are not concealed within the meaning of this section“

Can I Conceal Carry in a Vehicle?
Oregon qualifies the possession of a handgun in a vehicle as a crime in the following:
“Possesses a handgun that is concealed and readily accessible to the person within any vehicle;“
Additionally, nothing excepts those with a valid Oregon concealed carry license from this regulation. However, if the firearm is not readily accessible, you are permitted to carry a handgun in a vehicle.
Furthermore, not readily accessible is quantified in the following manner:
“The handgun is stored in a closed and locked glove compartment, center console or other container; and
The key is not inserted into the lock, if the glove compartment, center console or other container unlocks with a key.
If the vehicle is a motorcycle, an all-terrain vehicle or a snowmobile, a handgun is not readily accessible within the meaning of this section if:
The handgun is in a locked container within or affixed to the vehicle; or
The handgun is equipped with a trigger lock or other locking mechanism that prevents the discharge of the firearm.“

Can I Conceal Carry in State Parks?
I was unable find any rule, regulation or code, within the state legislature or the department of natural resources that prohibits concealed carry. Therefore, any person with a valid Oregon concealed handgun license is permitted to carry within state parks.

Am I Allowed To Conceal Carry In Restaurants?
Nothing in Oregon code prohibits a licensed individual from carrying into an establishment that serves alcohol. Therefore, those with a valid Oregon concealed carry permit can carry into a restaurant. It is advised that you adhere to any posted signage declaring an area as a “no gun” zone.

Can I Conceal Carry in a Church?
Oregon code does not expressly address places of worship, though they may be considered a “public building” by definition. However, those with a valid concealed permit can carry into any church or place of worship.

Although financial institutions are not expressly listed under the definition of “public building,” the definition does encompass such facilities. As such, the carrying of firearms may be prohibited in such places. However, those with a concealed permit are legally allowed to carry in banks, as they are exceptions.

Can I Conceal Carry in a Hospital?
Hospitals are listed in the definitions section as a public building and thus possession of a firearm is prohibited. However, in Section 166-370, those with a concealed permit are exempted from this prohibition. Therefore, an individual with an Oregon concealed carry permit can carry in a hospital.
“‘Public building’ means a hospital, a capitol building, a public or private school, […] a college or university, a city hall or the residence of any state official elected by the state at large, and the grounds adjacent to each such building.”

Nevada no longer is a reciprocity state for Oregon CCW. It’s an open carry state, but one can’t carry concealed there without a Nevada permit. I had to learn that because I’m traveling from where I live in Oregon, to look at real estate to relocate to Nevada. They do NOT have a reciprocity law there! So please take it off your map. They changed it a few years ago.
And FRANKLY if you have a CCW, you hav had a FBI background check that should be accepted in all 50 states! WHY isn’t it!!

It looks to be from 2019, would you mind sending me any documentation you have about Nevada not honoring Oregon CCW? I just want to provide the most accurate information possible.
